To make sure a structure will not turn against its foundational values and principles, those values should be placed at the very basis of the structure so any deviation from those values will make the entire structure crumble. When the interest of a large group of people is built on top of certain principles, changing those principles will involve combating against the interest of the entire community. This means a portion of the community cannot alter the structure for their own benefit because that’s against the interest of the community as a whole.
When A and B make a deal, A or B might be tempted to modify the deal for their advantage. But if C, D, E, etc are also beneficiaries then A or B are not the only persons who will be affected by changing the deal.
Designing a structure based on such a foundation (or constitution) protected by the structure itself is the main task to overcome. When blocks are placed on top of each other removing the block at the bottom will break the entire structure. Breaking the structure should involve destroying the interests of various groups of people with different interests.
