Laws and arguments incorporating those laws should be based on the same building blocks. It means rules should be built based on some elementary blocks and legal expressions should also be constructed by the same blocks. As mentioned before there should be a universal format for arguments. So they are not free-format speeches but they have a certain structure. Laws should be formed based on the same structure. This way, legal expressions are expansions of current laws by incorporating those building blocks.

So each player tries to influence the strategy of the other sides. This happens in online discussions where there are many players with different strategies and each player decides the best strategy to evolve their point of view.
