If a community wants to solve a problem collectively, the problem should be broken down into smaller problems. Then find a solution for every smaller problem and eventually add all those solutions together and form a solution for the main problem. However, there is no one way to break down a problem into smaller segments. This can be done in many ways. Every possible way to break down the problem is one state for the system. Then each state provides one solution for the system. Eventually, the most efficient solution will be selected. This is inspired by statistical mechanics.

So for example, if a union wants to solve a problem, the union can be divided into different sub-groups and provide different solutions for a problem (i.e. a system). Those solutions will then compete with each other based on evolutionary mechanisms (this is still a raw idea).
